Not really, in theory she should only go to that if we, her Saints, failed at defeating the enemy. But despite having us she doesn't approve of us sacrificing our lives for her and the world, so more often than not we have actually ended having to defeat the enemy before Athena sacrifices herself. She has even hided information from us to avoid getting us involved and solve it by sacrificing herself.

For starters Athena is Saori, and despite everything he can't forget that Saori used to be a bitch with them when they were children. Not to mention that because of her they were forced to become Saints and many died in the process.
